A proposal for the tallest skyscraper in Colorado has inched forward with the filing of concept documents for an 81-story hotel and residential building.

The latest proposal is somewhat more modest than the 90-story, 1,000-foot-tall needle floated by New York developer Greenwich Realty Capital last September, but the tower -- if it's ever built -- would still soar past 56-story Republic Plaza as Denver's loftiest skyscraper.

The Denver Community Planning & Development Department has confirmed to 9News that Greenwich Realty Capital submitted a concept to the city last week for a structure at 17th and California streets currently occupied by a parking lot.

The concept submission describes a building with a hotel, residences and retail, along with twin residential and hotel lobbies in the first two levels and 780 parking spaces.

The filing was first reported in a tweet Saturday by Ryan Warner, host and editor of Colorado Public Radio's "Colorado Matters" interview show.

As things stand now, the building at 650 17th St. would be called Six Fifty 17 and would have a 20-to-1 floor-to-area ratio (FAR).

The concept filings don't indicate the proposed structure's height. Republic Plaza is 714 feet high.

In a statement to 9News, Denver Community Planning & Development spokeswoman Andrea Burns said:

"The developer submitted a concept to the city on or about Feb 14. A concept is the very first step in the site plan review process. Typically, over several months a concept will evolve into a formal site plan, as city reviewers provide feedback to the developer about the various codes that must be applied. The city has not yet reviewed or approved any aspect of the project."

In last September's announcement, Greenwich Realty Capital said the then-90-story tower would be designed by Canada-based architect Carlos Ott.

Renderings released at the time showed a spectacular, multi-faceted needle with a pool deck many stories in the air and a crown-like roof.

“Denver is at an exciting moment in its history and we believe our development plan for 650 17th Street will help further catalyze the evolution of downtown while respecting the essential character of the city,” Michael Ursini, co-founder and managing partner of Greenwich Realty Capital, said in September.

The statement said that details of the project were "subject to change at any time."
